The Orleans town supervisor hits on a point to be proactive in the Art. X process, but again like other wind targeted communities really is not hitting the target.
What the local wind targeted towns need to do is to opposed Art. X outright. These towns should join with the county and pass a regional resolution to oppose Art. X, and not only that refuse to participate in such a political / corporate scam to remove community rights.
In addition each community should join with the Community Environmental Defense Fund legal team (CELDF) to establish community by community a community bill of rights to remove corporate constitutional rights and thus would let communities determine what is right or wrong for their communities.

The same bill of rights should be done by the county regionally.
Art. X is not about the environmental protection, or for communities to have input and be heard in determining their futures. That is only the packaging it tries to present. It is a POLITICAL AND RIGHTS FIGHT, and until people understand that fundamental concept they will likely fail to really protect their communities.
Art. X was a political move by a blend of corporate and political powers with an agenda that removed your right to determine your community's future. In this case it is the siting of electric generating facilities including industrial wind development. And as long as we placate and validate Art. X by participation in it then next week this removal or rights could just as easily be applied to the next harebrained corporate or political agenda to damage our region.
I don’t understand why people simply can’t grasp the fundamental idea that you can’t protect your community or region by participating in a scheme that stripped away the very rights you require to actually protect your community and yourself in the first place.
That was the whole point of Art. X!!! And the State banked on the idea no one would object, but would just go along as if this removal of our fundamental community rights was acceptable!
